Greenville Utilities Commission
Community-owned, not-for-profit utility providing electric, water, sewer and natural gas services to Greenville and Pitt County, North Carolina, since 1905.
Greenville Utilities Commission (GUC) is a public, not-for-profit, community-owned utility that provides electric, water, sewer and natural gas services to the City of Greenville and approximately 75% of Pitt County, North Carolina. Founded in 1905, it operates four utility services under one organisation and serves nearly 175,000 customer connections across the region.
The commission's technical work spans electric power distribution, water supply and treatment, sewer and wastewater services, natural gas distribution, and utility infrastructure management. Electric rates are typically below the median when compared with other public, member-owned and for-profit utilities. The organisation invests directly in its systems to maintain safe, reliable service and to support regional growth.
GUC is governed by an eight-member Board of Commissioners under a separate charter issued by the N.C. General Assembly. The board approves rates, development plans and the annual budget; day-to-day policy is implemented by the General Manager/CEO. As a locally governed utility rather than a shareholder-owned one, it states a mission centred on quality of life, safety, reliability, lowest reasonable cost and customer service, alongside commitments to environmental stewardship and community support through education and local events.
Operations are concentrated in Greenville and Pitt County, North Carolina, where GUC has provided utility service for more than a century.
